Resumo

At the same time that the first Francoist town halls were consolidated, the first FET and JONS local councils were created, the new political party of the system born after the unification decree in 1937 between the Phalangists and the Carlists and which was mainly set up by the right wing and reactionary forces of the different villages. The FET y de las JONS acted always concurrently to the city halls, being in charge of shaping an ideological profile in the local administrative issues and trying to develop general approaches of the new Francoist state. Henceforth, the main aim of this paper is to study the management of the FET local councils in the Catalan rural areas considering the Priorat region as an example, taking into account the scarce Phalangist tradition of this zone. Nevertheless, the main focus of this study is placed on the role that the mass organizations of the Single-Party had, noticing that its strengthening for the local powered bodies coincides with the abolition or adaptation of the former associations (both with a right and a left profile) at its aims and at its social basis, in an attempt to foster the highest FET presence in these villages at the beginning of the forties
